How Florida Licensing Standards Protect Homeowners

Florida enforces roofing contractor licensing through both statute and board rule, creating a structure where only those who pass experience requirements, pass a trade exam, and maintain continuous insurance and bonding can legally advertise roofing services. The Florida Legislature specifies that contractors are divided into Division I (general, building, and residential contractors) and Division II (specialty contractors including roofing). A general contractor must subcontract roofing work unless also certified as a roofer, with a narrow exception for installing or repairing wood shingles, wood shakes, or asphalt shingles on new buildings of their own construction. No general contractor certified after 1973 may advertise as a roofing contractor without separate roofing certification.

State licensing boards require four years of documented experience or an equivalent combination of college coursework and field work, passage of a trade-specific examination, and proof of workers' compensation insurance within 30 days of license issuance or an approved exemption. Applicants must be at least 18 years old, and board rules stipulate that exam scores remain valid for only four years, after which the application expires and the candidate must retest. These requirements create a compliance floor that eliminates the most dangerous and unqualified operators but still allow wide variation in quality, material selection, and customer service among those who clear the threshold.

Inspectors crack down much harder after an emergency happens. Licensing violations that might draw administrative fines during normal periods can rise to felony charges when committed in disaster zones, yet the state simultaneously expands homeowner cancellation rights during those same windows. This tension rewards contractors who build compliance infrastructure in advance rather than scrambling to meet standards only when a hurricane approaches.
